Abstract

NIACE and LLU+ at London South Bank University were asked by the DfES and Home Office to produce a scoping paper to set out a proposed scheme of work for ESOL citizenship. A pack of citizenship learning materials for ESOL learners was produced with examples of materials for learners working towards E1, E2 and E3 and suggestions on how teachers could adapt the materials to suit particular learners. The learning materials pack was piloted with 18 ESOL providers to trial the learning materials in a range of settings and obtain feedback from learners and practitioners. A national training programme was developed and delivered in the nine government office regions. Over 900 ESOL teachers attended one-day familiarisation workshops. An additional event was held in Scotland.

Research methodology:

bullet

Trials of materials in 18 ESOL providers from different sectors following 1 day familiarisation training;

bullet

Materials developed and evaluated by practitioners working with consultants who supported them;

bullet

Evaluation tools designed to capture different data from learners, teachers, consultants and managers;

bullet

Consultation through practitioner workshops;

bullet

Consultation with key national agencies.

Key Findings

The main conclusions of the project are:
bullet

High level of satisfaction with the materials was reported with some suggestions for more speaking and listening, active learning and more materials at Entry level 1.

Recommendations

bullet

Training for both teachers and managers should be offered;

bullet

A website with materials should be developed;

bullet

The CD should be developed to be more user-friendly;

bullet

More audiotapes, scripts, graphics and photographics should be used;

bullet

Training should make it clear that the aim of the materials is to develop language;

bullet

Management of ESOL should recognise the time required to adapt the materials to local, relevant and accessible situations.

Output

bullet

Materials Pack (2005) Citizenship Materials for ESOL Learners (materials pack and CD ROM).
