The Institute for Employment Studies (IES),
together with the National Institute of Adult
and Continuing Education (NIACE) and Ipsos-
MORI, have been commissioned by the
Learning and Skills Council (LSC) to undertake
a study to explore the needs of disadvantaged
learners and non-learners. A relatively wide
range of programmes of financial and practical
support is currently used to promote
widening participation in the Further Education
(FE) sector and to increase the retention,
achievement and progression of learners of
all ages. Schemes targeting disadvantaged
learners and non-learners include (but are
not limited to) Educational Maintenance
Allowance (EMA), Adult Learning Grant (ALG),
discretionary Learner Support, Care to
Learn, as well as a range of policies for
engaging adults in FE, covering those both in
and out of work. The LSC now seeks to
review the contribution of this support at a
strategic level. The research project will help
the LSC to determine if its current Learner
Support schemes meet the needs of disadvantaged
existing and potential learners, and to
explore strategies for improving the effectiveness
of its financial support programme.
The research study aims to investigate:
the barriers and enablers to participation completion and progression in learning
learners' need for, and access to information, advice and guidance
specific issues relating to the cost of learning and financial support
The study has now completed in its first
phase, a quantitative telephone survey with
5,000 disadvantaged learners and non-learners.
The second phase of the study
seeks to share and test out initial findings
with key stakeholders, operational and
strategic managers across the FE system
with an interest in learner support and
Information, Advice and Guidance managers.
NIACE are holding three consultation events which aim to:
disseminate and test out the findings from the quantitative survey
seek recommendations for the LSC on initial findings to date
work to define the key groups of learners and non-learners with whom we need to
engage with for the third phase of the project, a series of 10 focus groups, and
the main issues that should be addressed in the groups
